We've been living on our barge now for over 5 years and love every minute of it. However the only thing that prevents it being the perfect lifestyle is the shortage of legitimate residential moorings. I live aboard in a marina which like all such places say that residential is not permitted. However they are realistic and appreciate the many benefits of having people on 24/7, so tolerate such provided you don't use the forbidden word 'residential'. The trouble is living with two addresses is complicated, inconvenient and almost makes you feel like an alien in your own land.
Have the DBA ever lobbied for or are you currently active in asking government to increase the availability of residential moorings? I seem to remember reading that government was keen on the idea of councils with river frontage to look at such but haven't seen any progress.
